How do you see the editing and staff writing working in each branch? Is the idea to have a centralized editor and small support team that produces content to supplement “reader submissions” or is the editorship and articles all volunteer?

Yes. Augment the existing editorial staff with volunteers. Volunteers could screen submissions, edit articles, drive social media, or other tasks. At COE, you could recruit junior editors from the BOLC population, and then senior editors from CCC students. Folks could stay on after they depart, and come and go as volunteers.

This is pretty much how IWI runs, but without any professional staff.
